Natural Gas Riders for Economic Development

In order to help promote economic development in the communities it serves, Vectren South offers natural gas riders that allow reductions in natural gas distribution rates to non-residential customers who meet specific criteria outlined in the Vectren South Natural Gas Tariff. 

Vectren South Economic Development Rider

The Economic Development Rider (Rider ED) is available to any new Vectren South non-residential customer who occupies a new or existing establishment, as well as to an existing Vectren South non-residential customer who expands an existing establishment.

Under the Economic Development Rider, a customer must

• Receive natural gas service under Rate 145 or 160,
• Make an application to Vectren for service under this Rider,
• Use at least 5,000 Dth per year at a single location,
• Have applied for and received economic assistance from the state or local government or another public agency,
• Add 25 incremental full-time employees to its workforce at the same location, or
• Make an incremental capital investment of at least $1 million at the same location

The rider provides for a fixed discount to the underlying rate schedule’s distribution charge. The effective term of the discount is set at two years.

Vectren South Area Development Rider

The Area Development Rider (Rider AD) is available to any Vectren South non-residential customer who

• Receives service under Rate 145 or 160,
• Makes an application to Vectren for service under this Rider,
• Uses at least 5,000 Dth per year at this single location, and
• Locates in either an urban redevelopment, brownfield redevelopment or economic development zone

The rider provides for a fixed discount to the underlying rate schedule’s distribution charge.  The effective term of the discount is set at five years.

A customer may apply for only one of discounted rates available from the riders above.

Special Natural Gas Rate Provisions for Economic Development

Vectren North Rate 270

Vectren North’s Rate 270 Long-Term Contract Service rate schedule is applicable to commercial or industrial customers who:

• Agree to receive service pursuant to a contract with a duration of at least five years and other terms as specified in the rate, and
• Vectren determines that the use of this Rate is required to attract or retain the customer’s business

The Rate provides that rates and charges shall be determined by Vectren on a case by case basis, and will depend on the nature and extent of the customer’s competitive circumstances.

Sales Tax Exemption

In the state of Indiana, energy used in the manufacturing process is exempt from sales tax.  The customer is responsible for qualifying for this exemption.
