Job Summary:
JOB PURPOSE:
Leads the planning, direction and coordination of activities relating to the protection, safeguarding and security of company assets and employees. Develops and recommends departmental goals and objectives. Designs, implements, and monitors compliance with, physical security policies, procedures and programs. Serves as a key interface with external law enforcement agencies and works with government and industry organizations to resolve incidents and improve Vectren’s physical security program. Manages physical security components of NERC Critical Infrastructure Protection requirements. Oversees the utilization of contracted security personnel, ensuring compliance with company policies and mandates. Supports the efforts of the company’s Business Continuity Management Program. Establishes the systems and controls necessary to ensure compliance with federal, state and local laws and regulations.
Serves as the central point of contact and champion for physical security within the company. Develops, gains management support for, implements and maintains a comprehensive physical security program at Vectren to ensure the protection, safeguarding and security of company assets and employees.
Leads the planning and development of preventative security programs, conducts security audits, risk, threat, vulnerability and criticality assessments, and prepares reports relating to internal and external investigations of any losses or violations of Vectren requirements, policies or procedures. Assesses the requirements for, makes recommendations to management for, and implements the systems, policies and procedures necessary to: manage physical access, including access control systems, employee identification cards, logging and reporting; administer electronic surveillance, detection and deterrent systems, ensuing that these systems are functioning properly.
Manages all aspects of NERC CIP compliance related to physical security, and provides support for other NERC CIP owners as needed.
Works closely with operations management in anticipation of union negotiations and prepares security related plans for any potential work stoppage and anticipates related security related requirements.
Assists in preparation of emergency response, crisis management and contingency planning for Vectren’s personnel and facilities. Develops contacts and relationships with peers in the industry, participating in industry security organizations at the local, state, and national level such as the Indiana Energy Association Security Committee, American Gas Association Security Committee, Edison Electric Institute Security Committees & ASIS International.
Qualifications
Education and Certifications Required: Bachelors Degree in Law Enforcement, Criminal Justice, Security or Loss Prevention. Preferred:
Masters Degree in Law Enforcement, Criminal Justice, Security, Loss Prevention or other related discipline, PSP (Physical Security Professional) or CPP (Certified Protection Professional) Designation.
Experience Required: Minimum three to five years experience in a physical security program management, crisis or continuity management.
Preferred: Five to seven years experience in a physical security program management, crisis or continuity management in the utility/energy industry, experience with NERC CIP compliance. Military, Department of Homeland Security or other government security background a plus. Functional / Technical Competency Requirements
Required: Understands access control and security camera technology. Knowledge of physical security principles, practices and related features including vulnerability and criticality assessments. Understands the strategic direction and goals of the business and how to intertwine security needs with the goals and objectives of the organization. Must be able to respond to incidents and crises in a calm, professional manner. Strong project management skills and experience in executing significant projects within a large organization with a variety of key stakeholders. Preferred: Be politically astute but not politically motivated. Be realistic and comprehend the need to assess the financial, employee, or customer implications of any plan or recommendation. Function as an integral part of the management team with regard to planning and capital expenditures.
